How to monitor the digital transformation progress in the regions: Ukraine has launched the Territorial Community Digital Transformation Index

In May 2023, the Ministry of Digital Transformation of Ukraine presented a tool to help monitor Ukraine's current level of digital transformation — the Territorial Community Digital Transformation Index (TCDTI).

The Index enables the monitoring of digital transformation progress which has to be performed annually. Regular digital transformation calculation and assessment of territorial communities, which differ in area, number of residents, administrative status, and economic indicators, is a valuable tool for ensuring stable progress in achieving the goals regarding the digitalization of regions, timely and effective managerial decisions, and coordination of actions.

Basic and Extended TCDTI includes five identical groups: digital economy in the territorial community, development of digital skills of the population, digital infrastructure in the territorial community, digitalization of public services, and digital transformation of local governments. However, Basic and Extended TCDTI vary in the number of indicators. A Basic Index consisting of 65 indicators that must be measured in small- and medium-sized communities, Extended Index — 78 indicators (significant and large communities). 

TCDTI provides a wide range of implementation options for such stakeholders, as state authorities, residents and potential residents, business representatives, heads of TCs, and local governments. As well as for businesses, investors, donors, mass media, public organizations, and researchers.

The Ministry of Digital Transformation of Ukraine forms policy and determines the vectors of development of digitalization at all levels of the state. The Digital Transformation Committee was created in the Supreme Council to assign the Chief Digital Transformation Officers to every regional state administration. Hence, implementing the Territorial Community Digital Transformation Index is a planned strategic step that will help the Ministry of Digital Transformation of Ukraine to move to a new level of digitalization in the entire country and open up new opportunities.
