eRecovery – Ukraine’s digital solution to provide compensation for damaged housing

The Ministry of Digital Transformation of Ukraine has launched the eRecovery service that gives Ukrainians the opportunity to receive financial aid from the state for housing repairs damaged due to the war.  The service is available as a feature in the Diia app: only for now there are more than 27 thousand applications in Diia and over 1,400 applicants have already received financial assistance.

This is the most complex service in terms of interaction between different government agencies, commissions, and banks. The team of the Ministry of Digital Transformation implemented the filling of registers and verification of information, commissions, set up interaction with banks – every possible feature so that any Ukrainian could conveniently receive money for repairing damaged housing.

Funds can be provided if housing: 

 1) has been damaged by Russian aggression after February 24, 2022

 2) is located on unoccupied territory

 3) the property can be restored

 4) it was not repaired independently

Financial aid can be spent for the purchase of building materials to repair services with an eRecovery card both online and offline. All the person has to do is to download the app of the partner banks such as Sense Bank, Raiffeisen bank international, Pumb Bank, Private Bank, Monobank, Izibank etc, and follow the instructions to open a card. There is an option to open it offline as well. In this case, a user has to visit one of the program's partner bank's local centers or call the call center support.

The Ministry of Digital Transformation has already been working on scaling up eRecovery service so that payments can also be received by Ukrainians whose homes have been completely destroyed.
