At Digitality GovTech Centre of Excellence, initiated by digital leaders, our mission is to drive the digital transformation of the public sector. We aim to address the challenges faced by government agencies by connecting experiences and providing innovative digital solutions.

To keep pace with this rapidly evolving digital landscape, governments around the world are investing heavily in the public sector's digital transformation. In Europe alone, over €180 billion will be spent from the Recovery and Resilience Facility (RRF) to modernize the public sector's services. However, efforts to improve citizen-centric digital public services are often hampered by a lack of collaboration and a limited capacity for innovation within government institutions.

Our initiative was born in Davos and driven by digital leaders to address these challenges globally by fostering international cooperation, exchanging best practices, and promoting citizen-centric digital services. We believe that by working together, we can achieve the ambitious goals outlined in Europe's Digital Decade targets for 2030

Our Observatory section will provide valuable insights into the digital landscape of the public sector. We offer research opportunities, a ranking of countries based on their level of digitalisation, information about annual awards for best practices and programs, as well as updates on conferences and events. We will also provide a link to an online database of best practices to promote the development of open government digital services.

Analyzing and mapping existing policies, systems and solutions, and preparing actionable recommendations based on international best practices

Creating a country ranking system in digital public services and digital inclusion in cooperation with a leading consultancy or a media outlet

Establishing annual awards recognizing the best GovTech solutions or programs of the year

Organizing an annual high-level summit on digital public services, and quarterly region- or issue-specific conferences and workshops

Creating an online guide to the most advanced digital public services and regulations worldwide

Establishing a community of entrepreneurs, innovators and investors to accelerate the development of open-source digital public services through hackathons, mentorships, and, potentially, a dedicated fund

CDTO Campus in Kyiv for upskilling Ukraine’s civil service
Digital upskilling of public servants internationally

The goal of the project is to enhance the digitalization process in Ukraine and globally by establishing model educational programs, both long-term and short-term, to teach new digital transformation leaders in public administration at local, regional, and national levels.
